Praise be to Allah.
Tattooing , in which the skin is pierced with a needle and a blue or other coloured dye is injected, is haraam in all forms, whether it causes pain or not. This is because it involves changing the creation of Allah, and because the Prophet (peace and blessings of Allah be upon him) cursed the one who does tattoos and the one for whom that is done.
‘Abd-Allaah ibn Mas’ood (may Allah be pleased with him) said: “May Allah curse the women who do tattoos and those for whom tattoos are done, those who pluck their eyebrows and those who file their teeth for the purpose of beautification and alter the creation of Allah.”

It is forbidden to have tattoos on the body . Prophet Muhammad (peace and blessings of Allah be upon him) cursed the one who adds hair extensions and the one who has this done, and the one who does tattoos and the one who has this done.
A tattoo may be on the cheek or lip, or elsewhere on the body, where the skin color is changed to blue or green or black, etc.
But having a tattoo does not prevent a person from performing Hajj .
